The Vatican
The Vatican has alliances with almost the entire world, seen as and documented as the most powerful organisation of the world. The Vatican’s pockets are filled to the brim with money, though mankind often never ask what they spend it on. The Holy See, is the Episcopal jurisdiction of the Bishop of Rome, commonly known as the Pope, and is the preeminent See of the Catholic Church. It is also the sovereign entity headed by the Pope which governs the Vatican and represents the Catholic Church in temporal affairs. The Holy See should not be confused with the Vatican City State, which came into existence only in 1929, while the Holy See dates back to early Christian times. Ambassadors are officially accredited not to the Vatican City State but to "the Holy See", and papal representatives to states and international organizations are recognized as representing the Holy See, not the Vatican City State.
It was the Holy See that began The Fifth during the times of the Black Death. The Holy See and Vatican City State have alliances with the governments of the world to police and control the growing supernatural community. So far they are doing a pretty good job. Though often those who work for the Vatican, members of the cloth, find themselves questioning their faith shortly after joining the Fifth.
