{I know this isn't among the currently detailed species, but inspiration struck so I thought I'd give it a shot.}

Description:
In her true shape, Marsaili is a powerfully-built black mare. She is beautiful, with a long flowing mane and tail that any groomer would envy, but her eyes tend to glow a baleful crimson with her spiteful nature. She can make her eyes appear normal as a part of her camouflage, but she still tends to have a dangerous look about her. Her coat is smoother - and generally much damper - than a regular horse's, much like sealskin. Within the water, her rear legs often meld into a hippocampus-like fin to give her as much grace and power under the surface as she has on land. Even when she is far from water, Marsaili tends to have some form of water weed tangled or woven into her mane/tail/hair, and her mane/tail/hair is usually wet and dripping. Those coming to investigate the pretty mare prancing by the lakeside had best beware - once she plunges into the depths, her true nature is quickly revealed, and her teeth become the the sharp carnivorous version of her prior smirk.
Wild horses are not nearly as common in the modern world, and so Marsaili now spends most of her time in a false form - that of a smoldering woman, the better to lure prey closer with. As a woman, Marsaili is all length and legs, with the same vibrant body to her russet hair that she has as a horse. She is brimming with sexuality, not entirely by choice, from the tips of her bronzed human toes to the knowing irises of her storm-gray eyes, tinted with hazel about the pupils.
Personality:
Marsaili is not a nice person - but then, what else can be expected of a predator? Kelpies are a fairly rare breed as a whole, and female kelpies are few and far between, so she is not accustomed to the idea of compatriots. Those around her fall into two categories: food, and not food. Despite this, Marsaili is not evil exactly. She does not eat when she is not hungry, and on occasion will pull a frightening prank in the water instead of drowning and devouring her victim.
Marsaili is very much a temptress, her every manner designed to lure someone in. On those occasions when she isn't hunting and isn't in the mood, she can shift to a more ambivalent attitude, but it is difficult to restrain her nature. Her sense of humor tends to run blacker than most - after all, when she's usually pondering whether or not to eat her conversation partner, a little morbidity can be a good thing. If she can be convinced that someone is not worth the trouble or simply not a good meal, she is perfectly content to consider them an associate - it is rare, though, for her to develop any sort of friendships. Her hunger is matched by a very passionate nature, however, and with particularly handsome potential prey her hunger can sometimes be swayed to lust - as long as her partner keeps on their guard, lest they wind up like the spouse of a black widow.
As with most of the fair folk, Marsaili has a natural liking for children - in the with sauce sort of way rather than the maternal instinct. The young are better meat, in her opinion, though she will easily spring for a healthy adult if the opportunity presents.
With regard to authority, Marsaili answers to none in particular. She has the wit not to challenge the word of someone stronger than she, but she doesn't react well to orders. Should anyone bridle her, she would have to submit to their command, but if ever she could break the obligation she would react with violence. Extreme violence. Tiny pieces of living, pained flesh would be involved.

She ate her fair share of redcoats before the Scots were forcibly integrated into the British Empire, but doesn't hold much of a grudge - English prey, Scottish prey, the difference lies only in language and superstition. Through the centuries, Marsaili has dined on people of all sorts. She started out in isolated lochs, sampling the local Scots, but prey became harder and harder to find, and so she sought out civilization. Her natural watery habitat has become harder to endure with all the pollutants man puts there, and so she spends even more of her time in human form than she used to. This has meant adapting to air clogged with iron and soot, but she is hardy for a fey. Besides, in the city one can always follow the smell of roasting meat to some fast food joint or another. And if the menu isn't up to par, maybe the server will be.
Powers/Training/Experience/weaknesses
Obviously Marsaili's strongest power is her ability to shapeshift. She has some liberty with her form and the way she combines equine and aquatic traits, but essentially has only two forms - the black horse and the sultry human woman.
Marsaili is also an excellent beguiler, though this through innate talent and practice rather than magical ability.
Marsaili has spent most of her life underwater - as such, she is an extraordinary swimmer in any form, and of course can breathe in water.
When a rider is tricked onto her back (and Marsaili is near the water), Marsaili's sealskin-like coat becomes magically adhesive, trapping the rider there until she can plunge into the water and there devour her prey.
As a fey, Marsaili bears several superhuman traits. She is strong (kelpies are often said to have the strength of ten horses), and certainly faster than one would expect even for a woman of her fitness. There is a certain aura of otherness about her, which can usually be passed off as simply a factor of her exotic looks. Certainly she does not age as humans do, being essentially immortal, and it is impossible to get her ill in a human manner. Cold iron, however, is her great weakness, and can do her enough harm to kill her.
A kelpie's bridle is a powerful charm, and if possessed by a human can grant them magical abilities. It also holds much of the key to their shapeshifting abilities, so Marsaili naturally guards hers closely. However, if a human were able to put their own bridle onto Marsaili (presumably whilst she was a horse), she would be bound to do their bidding. As soon as she could get their bridle off, however, she would be able to retreat to the nearest loch, river, or ocean and work her revenge upon the family.
Family/Ties:
Kelpies are not the clan reunion type, so if Marsaili has relations she isn't well aware of it. She has one rather famous distant cousin, however - often affectionately known as Nessie.
RP Sample:
Bare toes flailed along behind the child as he paddled his way in an amateur fashion through the shallows. The light played along his bare skin and highlighted the brilliant blue and red of his trunks. He showed some natural talent as he wriggled - truly, he would be a fine swimmer when he grew up.

Behind and beneath him, Marsaili floated in the clear water, tendrils of dark hair billowing behind her like a cape of octopus' ink. She swam closer easily, one flick of her hind legs propelling her in a smooth line toward him while preventing even the slightest ripple from distressing the surface.
Closer... closer... until she was almost close enough to grab hold and yank...
She broke the surface suddenly, arching her supple human body back a bit to keep her hair from netting over her face. The child floundered instantly, startled by the sudden appearance of a woman just beside him, and an eloquent smirk crossed the kelpie's lips as she blinked the water from her eyes.
Mmm, he looked delicious. Absolutely scrumptious. If it weren't for the infernal chemicals in this water, she would have had him in a heartbeat - but she positively refused to let chlorine into her gullet. With an inward sigh, she moved to the steps to exit the pool. Such a pity.
